Honeywell Energy Saving Program on Council Agenda Tonight

Supporters say it will pay for itself, but critics are hesitant to increase the town debt.

A proposal for energy-saving renovations and improvements for town buildings and schools is on the agenda tonight for the Stratford Town Council.

The meeting is scheduled to start at 8 p.m. in the Council Chambers in Town Hall, preceded by a public comment forum starting at 6:45 p.m.

The energy proposal is a resolution for the town to sign a "performance guaranteed energy auditing and contracting agreement" with Honeywell Corporation.

The project includes roofs, boilers, windows, HVAC units, electrical equipment and lighting with energy efficient alternatives, and installing insulation, boiler and air conditioning controls, solar panels, wind turbines and motion sensors to turn off lights when rooms aren’t in use.

The 15-year project will require a $10.2 million bond authorization by the Town Council, but Honeywell said the project’s energy conservation improvements will pay for themselves.

Not only that, the company will guarantee that the town’s energy conservation savings will meet its performance projections. At , company officials said if the savings fall short, the company will pay the town to make up the difference.

Both Council Chairman Thomas Malloy (R-9) and Democratic majority leader Stephanie Philips (D-2) support the proposal.

But Philips said some members of the council might be hesitant to vote to increase the town’s debt by that much.
