Report Calls Connecticut a 'Sinkhole' State

The state's budget woes continue to be one of the most pressing issues, legislators say.

There’s not a whole lot of wiggle room in the state budget, according to the Office of Fiscal Analysis.

The non-partisan OFA projects funding deficiencies of $65.2 million shortfall in the General Fund and $1.3 million in the Transportation Fund.

“The State Agency Deficiencies are indeed troubling, but I think there are a few things to keep in mind here,” said state Rep. James Albis, a Democrat representing East Haven in the 99th House District. 

Albis pointed to a Nov. 15 OFA report projecting a $101.2 million General Fund surplus, which the legislature could use to cover any agency deficiencies. In addition, the estimated $66.5 million deficiency is one-third of one percent (0.35%) of the annual $18.7 billion state budget.

Ben Barnes, Secretary of the Office of Policy and Management, appreciates the concern but said the deficiencies are small.

“I’m confident we will reverse that and finish the year in balance and under the spending cap,” Barnes said.

Albis also said it’s important to remember the Governor recently indicated he won’t refill 2,300 state positions that have been vacated, as a money-saving measure. Lastly, Albis said agencies are on notice to find ways to save money and make their departments run more efficiently, and are currently in the process of doing so.

None of this is enough to persuade state Sen. Joe Markley, a Republican representing towns in the 16th Senate District, including Cheshire. 

“I'm concerned that we might bump up against the constitutional spending cap if agency expenses continue to run higher than anticipated,” Markley said. “We didn't fix our problems last session -- we papered them over with a mammoth tax increase, but we didn't tackle the overspending which is the real challenge.”

'A SINKHOLE STATE'

The Institute for Truth in Accounting, IFTA, called Connecticut a "Sinkhole" state.

The non-partisan agency said The Nutmeg State is one of five states in the worst financial position in the country. According to IFTA, while Connecticut has $29.4 billion worth of assets, only $10.1 billion are available to pay $63.4 billion of bills as they come due. IFTA also said each taxpayer's financial burden is $41,200.

“It’s a point well taken, and I certainly can’t deny that Connecticut faces some financial challenges,” Barnes said.

However, Barnes said the report doesn't recognize changes made to how Connecticut structures its budget, such as GAAP, or Generally Accepted Accounting Principles.

Markley wasn’t surprised by IFTA’s report.

"It's an accepted fact that we have the highest debt per capita of any state in the nation. Of all the challenges Connecticut faces today, that might be the most alarming, and discouraging,” Markley said. “We can't keep raising taxes -- our economy can't stand it: we must cut government spending. The sooner we recognize that, and the more seriously we approach it, the better for all of us.”

“Yesterday’s report was one point on a very long line. It’s still too early to draw any conclusions, though I will note that the state budget is still on track to end the fiscal year with a $101 million surplus, according to OFA,” said Lawrence Cook, spokesman for the Senate Democrats.

I used to live in the Golden Ghetto of Long Island about 20 years ago, and heard residents say how high the cost of living was in CT. They were going to move down South. Well, by moving to Milford, my cost of living dropped in half. Even gasolene was cheaper. Folks just don't realize when they are better off.

PATCH - The Institute for Truth in Accounting is not "independent." The IFTA is actually a mouth piece for the Ron Paul for President campaign, as is their director, Sheila Weinberg.

There are only a few politicians in Hartford who "get" the dire fiscal mess this state is in. Joe Markley is one of them. One voice in a sea of "tax and put it off until tomorrow" must be pretty lonely. This state is now in the unenviable position of being the largest deficit. How long will that go on before the bottom falls out? Most major employers are fleeing the state to places where there is no Dannel Malloy reaching into their pockets.

You made a statement that Markley is one of the "few politicians in Hartford who get the dire fiscal mess this state is in." This is a patently false statement. He's one of the laziest State Senators. He even admits he doesn't even read the bills he votes on.
By the way. Why did you use quotes around the word "gets". It implies sarcasm and that he really doesn't get it.

What do you say the fiscal issues are with the state? Do you believe that certain people and entities aren't being taxed enough or is it that the state spending is out of control and nobody in Hartford knows how to live within their means?
I believe that statement was regarding his earlier tenure as a state senator, he was expounding on how all this law gets put into place with very limited checks and balances. I don't remember him being caught playing solitaire on his laptop during the session.

Most incumbents,those who have served 10 years or longer ,are the real bozos.The longer they are around, the more likely they will become corrupt. I DESPISE CT and I do plan to move out.thank you. I understand very well how things work in this world so don't get lofty on me. The incumbents AND the old ones over 75 should just get out. We need young people in. I'm under the belief that as public service officials put their time in they begin to grow less aware of how money is created for the state. I read comments from public employees like "We pay taxes too" which is true but does the congressman/ representitive/public employee understand that this is just a transfer of money from the state to the public employee and back to the state? We need to focus on ways of bringing money into the state through taxes generated by manufacturing and services created by the public sector. UTC and many others continue to leave Connecticut for the south and overseas, all CT does is look for ways to make up the revenue through additional taxes. We have made up differences through new taxes over the years like the income tax and the casino money, what is left to do to generate tax dollars....toll booths? What comes after that?
The state economy is what needs attention, not sick days or equal rights issues. You can focus all you want on entitlments but at the end of the day if no one can pay for them we're just another Greece.

Thank you Doug! You've hit the nail on the head. Service sector jobs and public service jobs are at most a break even and usually an overall drain. If CT (and the USA for that matter) is to dig itself out of the hole it is in, people need to get to work. Not working in Starbucks making overpriced coffee but building machines, equipment, computers, tools, instruments that can be sold overseas. No economy ever taxed itself back into prosperity - there is only one way out of this mess and that's to bring industry back in and put people to work making things other folks want to buy.

Of the fiscal issues with the state.
We had had over 20 years of rule by Republican Governors who kicked the can down the road. You may choose to blame the fiscal problems on the Democratic legislature, but that just doesn't hold up. These Republican Governors made no budget cutting proposals - always increases. Then Jodi and John signed the final budgets in the end. Governor Malloy has been in office for 10 months, not 20 years. He's made a great start, and will do more. But you will never give him the credit he is due. But you give credit to Markley? Have a wonderful tea party.

The private sector has abandoned us. Corporations are buying back their own stock with the profits they make rather than hiring the unemployed. Banks are borrowing money from the government, and then loaning it back at a higher interest rate.
I do not begrudge the government being the employer of last resort, like you do. Police, Firefighters, Teachers, Public Health Professionals, Road Crews, etc.; these are the essential jobs in an organized society.

Yes, these jobs you mention are essential jobs but at the end of the day they don't pay for themselves or bring money into the state. The private sector provides goods and services to customers, some being out of state, and this is where the new money comes from. Government is here ot provide needed services, protection, and maintain infastructure. Nothing they do generates wealth. We need the private sector to bring this "new" money in. Unlike government the private sector is here to make money, that's what drives it. Their goal is not to balance the books every year, it's to make a profit. Take more and more of this profit and business will find somewhere else to make it. We need leadership in this state that will really work with private business and make the cost of manufacturing more realistic. You can say that the private sector has abandoned us but when it comes down to it they really owe us nothing. We used to offer advantages like infastructure and a well educated workforce but the rest of the world has caught up. Business can go elsewhere and find good workers and transportation and it costs less. Your socialist outlook of government creating the essential jobs sounds good but it does not help us as a state or country prosper.

My "socialist outlook of government" as you call it, is all we have left. Government needs to spend because corporations will not. We need things in this country - bridges, transportation, schools. There is no corporation that will be willing to invest in these things, mainly because of that profit motivation that you revere.
Also, I feel teachers "generate wealth." But, I guess it depends how one defines "wealth."

Yes the education system generates wealth. Unfortunuately as the students graduate this wealth moves with them to where the jobs are.
Build your bridges, schools, and transportation and tax business and whoever is left to pay for it. A state full of businesses and people with jobs will be able to absorb the cost over a state like ours with an already high tax base and shrinking tax revenues. You seem to have no problem throwing private business under the bus. May I ask where the money to pay for all this government you propose will come from?

I guess I'll through in my two cents. I have lived in this state all my life... I have watched this state slowly deteriorate from the 70's. If we took Fairfield County out of the picture CT would be as poor as MS. Now that Wall Street has stolen our last vestiges of a lively hood along with Big Insurance, Gov, and Big Business, & Educational institutions we are nothing but an empty shell. This house of cards has been ready to collapse for quite some time. The American Dream is now all about Self-Preservation & Screw thy neighbor. It's a whore's world, whoever can whore

Oh, and why on earth such a huge map of their optimum hotspots when I am at home and as their customer they should at least figure that I have the internet service so therefore no reason for a hot spot at home. I am totally amazed that nobody, not one person at Optimum took a look at that piece of junk and still thought that it was ready to release to the public? Best part is that they were so sure that we'd all love it that we cannot go back to the old home page. Simply beyond amazing.

Now that Sam has been found, the reason he ran off was due to the sound of gunfire at RooseveltRead More Forest in the early afternoon as his master was getting ready to take him out of his car. All had been quiet, the park was open, so the loud bangs were a surprise - both to Sam and his "Dad". To the best of my knowledge, when the shooting range is used by the Stratford PD, the park is closed to the public. It was that way always and I believe still is. But now, with non-Stratford police personnel using the range, obviously the Park is NOT closed as was observed/heard yesterday at 2 separate time periods of the day. The range is used by at least one other police department. Of course, there could be unauthorized people using the range too. I just don't know. But what I do know that yesterday (Wed), there was shooting early afternoon, and then again around 6PM. I observed at around 5:00PM, a little boy running up the dirt road that leads to the shooting range. The park remained opened all day! The shooting was NOT being done by the Stratford Police. People do not always stick to the trails, and as we all know, children can be quite curious. Who is to say a child and/or adult gets near the berm or behind it and someone shoots over the berm? What goes up, has to come down. I also was told that neighbors say there is shooting going on quite frequently, even on Sundays. I doubt that this is from Stratford PD, because outdoor shooting usually occurs for a week or so, twice a year. Tighter controls must be done! Surely, the parking area can be checked for vehicles... but I observed yesterday people entering the parking area (adjacent to the driveway leading up to the range) on foot, on bicycles, and motorcycles. So people could be in the park even when no vehicles are observed in the lot. Safety is key here! Procedures need to be put in place and perhaps limitations on when other police department(s) can use the range. It is not fair to the surrounding residents to have to hear the bang bang bang on Saturdays and Sundays. It scares some of them, and I know that one person who lives nearby says her dog gets scared right inside their house! What will it take? A child or an adult wandering near the range, thinking it is OK because the Forest is open... and then, all of a sudden, there is shooting and one gets shot, especially a child? This may sound extreme, but children can move quick and suddenly. I think of that little boy running up toward the range. He could have very well traveled through the woods. I can picture bullets being shot over the berm, not on purpose, but it can happen. Or shots go to the left or to the right; and people could be in the same general area - out of sight of the shooters. Bottom Line: The "public" can not be in the park while the range is "live", or in other words, when there is shooting taking place. As how to ensure that the public is not in the park, is not for me to determine. But the Town has to step up to the plate and address this very important issue.
