Bill Requiring Confirmation of Wetlands Training Introduced

State has already lost more than 75% of its wetlands, says State Rep. Miller.

State Rep. Lawrence Miller, R- 122, has introduced a bill this session that would require that Inland Wetlands Commissions are in compliance with required training sponsored by the state Connecticut Department of Environmental Protection (DEP) or University of Connecticut personnel.

Miller noted that with Connecticut having lost over 75% of its wetlands over the years, flooding has become an increased burden on coastal communities.  He said that proper training for Wetlands officials could go a long way in curbing this effect.

“The people who volunteer their time and usually serve without pay for these types of boards and commissions at the local level are almost certainly all well-intentioned, civic-minded people who want to help their communities,” said Miller. “However, without the proper training, these individuals may inadvertently do greater harm than good to the quality and character of their communities, no matter how good their intentions.  The training is free of charge to the members, and assures that they have a greater capacity to properly serve their communities.”

Miller testified before the Planning and Development Committee of the legislature recently in favor of his bill, HB 5097.  The measure would require that each local commission confirm and verify that its membership have met the current statutory requirement for training.
