Law enforcement actions taken on March 2 - 3 in Stratford.

On March 2 while patrolling on Ferry Boulevard, police observed a car traveling east displaying a license plate belonging to another vehicle. Police stopped the vehicle near Danny’s Drive In and approached the operator, Stephanie Concepction, 24, of Shelton, who admitted the car was not registered, although it was insured. The plates, she said, belonged to her husband’s old car. A check revealed she did not have a driver’s license, either. She was charged with misuse of plates, operating an unregistered vehicle and operating without a license. She was released on a promise to appear in court on March 15.

On March 2, a patrol officer was parked on Ferry Boulevard monitoring traffic and checking for valid registrations and warrants when he observed a car bearing Massachusetts plates traveling eastbound showing they were revoked. The car was pulled over on the Washington Bridge and the driver identified herself as Carla Garcia, but indicated two different birth years when asked. When asked who the vehicle belonged to, she said her boyfriend. When asked where she lived, she said Boston, but could not provide an exact address because she had just moved there. A check of that name produced no results, and the driver was taken to headquarters and arrested for operating a motor vehicle with a revoked registration. A passenger in the front seat told police that she had a viable ride away from the scene, as the car was being towed. Upon further investigation, police found the actual ID of the driver, who was identified as Ninsi Lopez, 23, by her Nicaraguan ID. When police confronted the driver, she admitted to being Lopez, who did not have a driver’s license. She was charged with interfering with a police officer, operating a motor vehicle with a revoked registration and operating without a license. Bond was $500 and court set for March 11. 

On March 2, while on patrol on Hollister Avenue, a driver who saw police behind him immediately pulled over the side of the road. The driver, Carlos Souffront, told police he used another plate until he could get the car registered. He was charged with misuse of a plate, no insurance and operating an unregistered motor vehicle and was released on a promise to appear in court on March 15.

On March 3, officers observed a car traveling south on Success Avenue with a suspended plate due to no insurance. The vehicle also did not have a front license plate. The driver, Helen Hernandez, 41, told police that she was unaware that the registration had expired but explained that she had been stopped previously and given a warning for lapsed insurance. She was charged with operating with suspended insurance, operating an unregistered vehicle, and no front plate. She was released on a promise to appear in court on March 15.
