Police Blotter - Stratford

Enforcement actions taken by Stratford police from March 30 to 31.

On March 30, police were called to the Hess gas station on Barnum Avenue on a report of a male urinating on the side of the building. Police spoke to the owner and stated that a male came to the building as a passenger in a vehicle and he got out of the vehicle and went to the side of the building where he urinated on the building. The owner said that when he confronted the person, he became argumentative. Police then spoke to Timothy Bowman, 45, of Bridgeport who said he had to urinate but that there was no rest room in the establishment. He said that he stopped when the owner yelled at him, but that he still had to go. He was issued an infraction for creating a public disturbance and released on a promise to appear in court on April 15.

On March 30, police were in the area of Surf Avenue checking license plates when one came back as suspended due to no insurance. The vehicle was stopped on Surf Avenue near Feeley Street and the operator, Troy Stevenson, 49, of Bridgeport told police that he thought his license was suspended for not paying a ticket but was not sure. A check showed his driver’s license had expired in 1993. He was charged with driving with a suspended registration and no license. He was released on a promise to appear in court on April 12. 

On March 30, police were on patrol when a vehicle was observed with no front license plate. A check of the plate on the rear revealed it belonged to another car. The vehicle was stopped on Woodend Road near Gregory Circle. The driver, Donald Thomas, 55, of Bridgeport, was unable to provide a valid insurance card or valid registration. His driver’s license was also suspended in 2010 and the expired license’s address did not match his current address. He was charged with failure to display a front plate, misuse of a marker, operating a motor vehicle with a suspended license, no insurance, suspended license and failure to notify of address change. He was released on a promise to appear in court on April 12.

On March 31, police were checking car registrations in the area of Stratford Avenue when one check showed that a vehicle’s registration was suspended due to no insurance. The vehicle was stopped on South Avenue under I-95 and the operator was Stacy Dillard, 48, of Early Avenue. Police said that “upon making contact with Dillard I could see his eyes were blood shot and he had the odor of alcohol and marijuana coming from his person.” Dillard was allegedly slurring his words and was slow to respond to the officer’s questions. Dillard appeared off-balance when he stepped out of the vehicle, police said. He was checked for weapons when he was asked if he had any marijuana on him because “I could smell it coming from his person,” police wrote in their report. Dillard admitted to smoking marijuana earlier in the evening and the smell was still on his clothes. Dillard also said he had a few beers and was then given a field sobriety test by police. After failing the tests, he was arrested and charged with driving under the influence and operating a vehicle with a suspended license and was taken to headquarters for processing. At headquarters, Dillard agreed to a breath test, the first of which registered .1543; the second .1495, both well above the legal limit. Bond was set at $100 and court scheduled for April 12.
